Yes, Kheerganga trek is open. Even kasol is open but try to stay at home. Planning a trip or trek right now isn't a good option.

It is open but the stay facilities are probably banned by the government due to many reasons you can find Dharamshala maybe open. The best weather is from March - June. Rest you can go. Just stay safe and carry all the documents asked by the government
