Don't know about the best one but yes there is a cart in Malviya Nagar just near the round about to A block. They serve samosa for Rs. 12. Its really tasty. Or else you can try Haldiram's in main market. I love their samosa

You can try chilli potato and mathi. That's your new best samosa :)
