Every state has its own rules as in Assam you have to hotel quarantine for 1 week and then 1 week home quarantine while in Delhi you have to do home quarantine for 14 days. It’s totally about state rules and its policies towards COVID-19 while travelling though flights

That usually depends state to state. But for a majority number of states, 7 days home or institutional quarantine is mandatory.

Yes you have to stay quarantined for a minimum of 14 days irrespective of any state you are travelling too. As the virus has a period of 2-14 days to show symptoms or for a test to come positive.
