You need to get your test done prior departure as they need report once you enter and can travel

Yes, you can but you'll have to take permission, Medical Report of covid ( negative) and then to you have to be institutionally quarantined. Best, would be to contact a friend who's already a resident of the city. (Personally best option).

If you have place in uttrakhand to stay because you can't leave in hotel. you can travel to uttrakhand by getting permission.
