Picsart is a great option if you're looking for some quirky editing features. For more classic features and presets, you could try either Lightroom, VSCO or Snapseed.

I use PicsArt and snapseed. They are easy to use and does wonder to the pictures . Although it depends upon ones skill how much he/she is good and creative about editing

Snapseed and vsco are the best ones. Phone version of Lightroom is another great way to go.
